What’s a By-Pass?

The stance that the Missouri Legislature holds on separation of church and state can make it difficult to provide equitable services to the private and independent learning community. When DESE feels it cannot provide adequate services, the funds set aside for private and independent schools are returned to the federal government.

The US Department of Education then sends the task of providing these services out to bid and then awards a contract.

The contract for Title V for Missouri has been awarded to Blue Hills for the past 25 years.

The very first contract for Title II, D has been awarded to ALTEC at the University of Kansas.
